Navegante Pass Purchase:

Returns are accepted before the start of the corresponding month. After this date, the Municipal Navegante Travel Pass

Exchanges between Municipal Passes are not allowed.

Combined passes 30 days

Before the start of the validity date: refunds are accepted for the full amount;
After the first day of validity: only returns are accepted and a daily fee of 12.5% of the price will be charged for each day of validity elapsed.

Any commissions paid on the purchase through ATM will not be reimbursed.

Discounts

Social +

Pass Social + is for low income households, as duly proven.
It allows a discount in the purchase of the following passes valid for Lisbon Metropolitan Area:

– Navegante urbano and rede.

For whom is it intended?

Pass Social + has two discount echelons:

Echelon A:  50% discount off the corresponding fare. It is intended for: Recipients of the senior citizens pension supplement; Beneficiaries of social assistance (RIS).

Echelon B: 25% discount off the corresponding fare. It is intended for:

  1. Personal discount: – Retired persons and pensioners receiving monthly pension equivalent or below 1.2 times the value of the IAS (Social Support Index); – Recipients of unemployment benefit receiving monthly allowance equivalent or below 1.2 times the value of the IAS .
  2. Household discount: – Households with monthly gross income per member of household equivalent or below 1.2 times the value of the IAS. Eligibility: The monthly gross income per member of household is determined according to the following formula:
    [annual household income/14x(No of members of the household + 0.25 x No of dependent members)]<=1.2*IAS

Determination of income:

  • gross amount of income from salaried work;
  • gross amount of income from pensions;
  • gross amount of social allowances paid by the relevant Government authorities;
  • all remaining gross income earned by the household. The following table shows different scenarios for determining household income:

    The household is made up of the taxable persons and dependent persons. Identification of the composition of the household of the IRS tax return (Declaração Modelo 3) will be filled in table 3. Identification of taxable persons will be filled in table 3A, fields 03 and 04, and dependent persons will be identified filling in respective tax numbers (NIF), in fields 3B and 3C.Household All members of the identified household, as defined in article 13 of the IRS Code will be entitled to a Social+ pass, provided the monthly gross income per member of household is equivalent or below 1.2 times the value of the IAS. If one or more members of the household benefit from any of the following social allowances, though not meeting requirement above, they will be entitled to a personal Pass Social +:
  • Recipients of the senior citizens pension supplement; – Beneficiaries of social assistance (RIS).
  • Retired persons and pensioners receiving monthly pension equivalent or below 1.2 times the value of the IAS (Social Support Index);
  • Recipients of unemployment benefit receiving monthly allowance equivalent or below 1.2 times the value of the IAS.

Echelon A | Documents to submit

If not yet holder of Pass Social + Applicants will submit the relevant form, duly completed, accompanied by the following documents:

– Copy and original of ID card (Citizen Card, Identity Card; Passport, Residence Permit);

– Copy and original of taxpayer card (if CC not available);

– Certificate issued by the relevant Government authorities (Ministério do Trabalho, Solidariedade e Segurança Social) identifying the members of the household and which quality the applicant is recipient of social allowance. This certificate must have been issued no more than fifteen days prior to the application for Pass Social+. Original documents must be shown when submitting application.

If already holder of Pass Social + Holders of Pass Social+  applying for the 50% discount must submit the relevant duly completed form, accompanied by the following documents:

– Certificate issued by the relevant Government authorities (Ministério do Trabalho, Solidariedade e Segurança Social) identifying the members of the household and which quality the applicant is recipient of social allowance. This certificate must have been issued no more than fifteen days prior to the application for Pass Social+. Original documents must be shown when submitting application.

Note: Applicants for Echelon A are not required to submit certificates issued by tax authorities.

Echelon B | Documents to submit

General documentation Echelon B applicants will submit the relevant form, duly completed, accompanied by the following documents:

– Copy and original of ID card of applicant (Citizen Card, Identity Card; Passport, Residence Permit);

– Copy and original of taxpayer card of applicant (if CC not available);

Specific documentation attesting earned income 1

  Retired persons and pensioners receiving monthly pension equivalent or below 1.2 times the value of the IAS:

1.1 –  Latest tax return and respective note of settlement (as provided in article 60 of the Personal Income Code) or, if applicant is nor required to submit tax return, annual certificate for tax purposes issued by the relevant Government authority (Ministério do Trabalho, Solidariedade e Segurança Social or Caixa Geral de aposentações).

2 –  Recipients of unemployment benefit receiving monthly allowance equivalent or below 1.2 times the value of the IAS:

2.1 – Certificate for tax purposes issued by the relevant Government authority (Ministério do Trabalho, Solidariedade e Segurança Social) attesting that applicant is recipient of unemployment benefit and respective amount.

3 – Households with gross income per member of household equivalent or below 1.2 times the value of the IAS that include different categories of income must submit one of the following documents:

3.1 – Latest tax return and respective note of settlement (as provided in article 60 of the Personal Income Code);

If not required to submit personal income tax return: – Certificate issued by the relevant entity of the Ministry of Finance attesting that applicant is exempted from submitting tax return relating to the taxable members of the household, as the case may be. This certificate will only be required if earned income cannot be proven by documents mentioned above; – Certificate issued by the relevant Government authorities (Ministério do Trabalho, Solidariedade e Segurança Social) identifying the members of the household and which quality the applicant is recipient of social allowance, as well as respective amount. These certificates must have been issued no more than fifteen days prior to the application for Pass Social+, attesting the situation of recipients as of the date of issue of certificate. Original documents must be shown when submitting application.

Application for Pass Social +

Validity

The validity period of the eligibility to Pass Social + is of one year, except for recipients of unemployment benefit, where the validity period is of six months as from the date of issue of respective support card.   Prior to the expiry of the validity period of the eligibility to Pass Social +, the recipient must renew it providing updated documentation (see information Echelon A and B | Documents to submit).

Where can I apply for or renew my Social+ pass?

You can apply for or renew your Social+ pass at the Customer Care Network at: Campo Grande station Marquês de Pombal station The change of profile from normal to Social+ or Social+ Echelon B to Social+ Echelon A, as well as respective renewal is immediate and free of charge, provided the Lisboa Viva card is in good condition. If the issue of a new card is required for whatever reason, the applicant must provide the documentation mentioned above, in addition to a duly completed application form and an updated passport colour photo. Note: Applicants for Echelon A are not required to submit certificates issued by tax authorities.

navegante® sub18 and sub23

The navegante sub18 and sub23 passes are aimed at young students aged 4 to 23 inclusive.

It allows all students up to the age of 23 to travel for free throughout the Lisbon metropolitan area.

Check the tabs below for the conditions to benefit from the sub18 and sub23 profiles and how to apply for it on the Metro.

Who is entitled

  • Young students aged 4 to 18 inclusive;
  • Young students aged 19 to 23, inclusive, who are attending secondary, vocational (compulsory education), or university courses;
  • Access is extended to young people up to the age of 24 attending courses with an integrated study cycle, namely Architecture and Urban Planning, Pharmaceutical Sciences, Medicine, Dentistry and Veterinary Medicine.

Documents required

For the navegante sub18

  • Personalised navegante card – if you don’t have one, order yours online here
  • Identification document;
  • Tax identification number (confirmed by presenting the identification document or another document proving the Portuguese TIN)
  • Contact details (address, email and mobile phone number).

 

For the navegante sub23, in addition to the previously mentioned documents, it is necessary to submit the enrolment certificate issued by the educational establishment where the student is enrolled.

The following educational establishments are eligible:

  1. Primary/secondary (national educational establishment)
  2. Vocational – courses from the national qualifications catalogue of the National Agency for Qualification and Vocational Education, I.P. (ANQEP, I.P. – Agência Nacional para a Qualificação e o Ensino Profissional, I.P.) with a duration of one academic year or more.
  3. Higher Education Courses and Professional Higher Technical Courses – approved by the General Directorate for Higher Education (DGES – Direção Geral do Ensino Superior).

Proof of enrolment in vocational courses must explicitly state that they are courses from the national qualifications catalogue of the National Agency for Qualification and Vocational Education, I.P. (ANQEP, I.P.) with a duration of one academic year or more. This document must be validated by the institution.

 

Where can I activate the navegante sub18 or sub23 profile?

To be eligible for the sub18 or the sub23 profile it is necessary to present the documentary evidence of the required conditions.

In the Metro, these requests can be submitted:

  • Online;
  • Customer care network.

Senior citizens, retired persons and pensioners

Senior customers are entitled to benefit from discounts in some travel passes in the Lisbon region.
Click the following links to know more about access conditions and discounts applicable to senior citizens, retired persons and pensioners.

Customers must be 65 or older to qualify for this discount.

Customers who already have a customized navegante, should visit a Customer Care Space and update their card’s profile to reflect their senior citizen status (a valid identification document will be required).

Customers who don’t have a customized navegante Card must submit an application form for a customized navegante Card with a senior profile, along with the following documents:

– Updated passport colour photo;

– Original Identity Card or other official ID document or residency permit.

Note: A Senior Citizen navegante profile can be requested up to 30 days before applicants turns 65.

Navegante urbano 3ª idade (senior citizens) Lisboa

To use this benefit, customers must meet the following criteria:

  • be 65 years or older;
  • to have tax residency in the Lisbon municipality (certificate required);
  • to have a customized navegante card with a +65 customer profile.

Customers entitled to this benefit can use the Carris, Metro and CP transport in the municipality of Lisbon.

To apply for this free monthly pass please go to the Customer Care or navegante Spaces in the Metro network.

This travel pass is valid for 30 consecutive days. The pass can be loaded in the Ticket Vending Machines in all stations and at the Ticket Offices in the following stations:

  • Campo Grande;
  • Colégio Militar/Luz;
  • Jardim Zoológico;
  • Marquês de Pombal;
  • Rossio;
  • Baixa-Chiado;
  • Cais do Sodré;
  • Oriente;
  • Aeroporto.

This free travel pass must be renewed every year.

Note 1: If you don’t have a customized navegante Card, you can only load the free travel pass after the card has been issued.

Note 2: The tax residency certificate cannot have been issued more than 6 months previously to the date of the pass application.

To obtain the tax residency certificate go to: https://www.portaldasfinancas.gov.pt (in the search box write “pedir certidão” and after clicking on ‘acesso’ select the certificate ‘domicílio fiscal’ and click on ‘obter’). It is also possible to obtain this certificate in person at the tax offices. The tax residency certificate cannot have been issued more than 6 months previously to the date of  the pass application.

 

Retired persons and pensioners

Retired/Pensioners whose household income is equal to or less than the national minimum wage.

To qualify for the discount, customers must submit an application form for a customized navegante card with a Retired/Pensioner profile, along with the following documents:

– Composition of the household duly verified by the Parish Council of the residence area;

– Household income duly certified by the respective tax office (or tax return or tax office certificate);

– Original and copy of documentary evidence of the pension issued by CGA or CNP;

– Updated passport colour photo;

– Original Identity Card or other official ID document or residency permit.

Request for invoice

Invoices with a tax identification number (NIF) issued at the time of purchase at Metro sales points or ticket vending machines are automatically recorded on the e-fatura portal of the Tax Authority. You can find the invoice of your transport ticket purchase in your taxpayer area for validation, as per Law No. 82-E/2014, of 31 December.

If you need an invoice with a NIF:

  • At sales points, request the invoice before payment.
  • At ticket vending machines, enter the NIF when prompted on the screen.

If you need a duplicate of an invoice, please send your request to atendimento@metrolisboa.pt, including:

  • The date the ticket was topped up.
  • The Lisboa Viva/Navegante card number (located on the front of the card).

If you require an invoice correction, please send your request to atendimento@metrolisboa.pt, attaching:

  • A photo of the invoice or its FS number.
  • The Lisboa Viva/Navegante card number (located on the front of the card).
  • The NIF and full address of the company for which the correction is requested.

Requests for duplicates or corrections of invoices are only possible if the ticket was topped up in the Metro sales network. If the ticket was purchased from another operator, please direct your request to the respective operator.
